7. In paragraph 12 suggestions are made for meeting the cost of development at the end of 15 years when the H.M.G. grant has been spent. It is sincerely to be hoped that the Hong Kong and British Treasuries will be so overflowing by then that further grants to the University may be possible, but surely some of the rich Chinese and British firms could show their faith in the value of the University mentioned in (c) by making subsidiary contributions now instead of being induced to give their support after C.D. & W. grants have converted a charity hospital into a teaching hospital; built architectural studios and class rooms, which are recommended on a modest scale in paragraph 58 of the Cox Committee's Report; made additional provision for the training of teachers, and built a hall of residence for men students and accommodation for the staff.

8. Details of the proposal to convert the Tung Lo Eastern Hospital into an effective teaching hospital have been received and are being considered on a separate file. I am therefore sending these files through Dr. Buchanan for his information in connection with this application.

9. Until details of the other proposals, which have been promised by the Governor, have been received it is not possible to say whether they comply with the conditions of paragraph 3 of (75) and meet the requirements mentioned by Mr. Bourdillon in his minute of 2.10.48.

10. In view of paragraph 3 of his minute of 8th September 1948, Mr. Walter Adams will be interested in the proposals in paragraphs 5-11 of (2). The Micawber attitude referred to by him is still only too evident in the current papers.
